A man aged in his 40s who has been sleeping rough and begging in Sutton High Street has received a written warning from police to change his behaviour.
The warning was hand-delivered by a police officer on Monday, 6 June. It requires the man to comply with a number of conditions. These include him having to stop:
- loitering in a public place to the detriment of others, including near banks or shop doorways
- leaving bedding or clothing unattended
- harassing or intimidating members of the public
- approaching the public for money
- displaying signs that he was in the Army and that he isn’t receiving benefits.

The police action follows a number of complaints by customers using Barclays Bank at the junction of Sutton High Street and Cheam Road. They have reported that the man has been asking for money outside the bank entrance. He is also known to have been sleeping rough on this corner over the previous few days.
Police enquiries found that the man has an address in Wandsworth, has been receiving benefits from Wandsworth Council and has never served in the Army. However, he is known to have been sleeping rough in Sutton Town Centre over recent months.
If the man fails to comply with the conditions in the letter he will be issued with a formal Community Protection Notice. If he breaches the Notice he can be arrested. The man refused to sign the warning letter when it was issued.
The warning letter has been issued by Sutton’s Anti-Social Behaviour Unit, which is managed by the Met Police and Sutton Council and is funded by Met Police, Sutton Council and Sutton Housing Partnership.
Members of the public should call Sutton Police station on 101 to report any breaches of these conditions.
