Sutton Council is now providing insurance services for Reigate and Banstead Council, making it the third neighbouring local authority to purchase the service from the south London council.
From 1 April, Sutton Council began providing insurance services for Reigate and Banstead Council in a move that will safeguard the service in the Surrey borough. The council already provides a similar insurance service to Epsom and Ewell and Surrey Heath councils.

By having Sutton Council act as the insurer the sharing of services saves the three other councils money due to the shared costs. One of the major benefits for the three councils is that they can afford to have the resource of Sutton’s fully-fledged insurance team, which they would not have been able to do otherwise.
Sutton Council provides both in-house claims handling and technical insurance services. The insurance service works with council departments to reduce their risk profile – the risks or threats to which councils may be exposed – in order to minimise the likelihood and cost of claims.
The move is part of Sutton Council’s continued approach to create new business streams and raise additional revenue. The council already shares services including legal, ICT, HR, Community Safety (the Safer Sutton Partnership), and elements of its adoption service.
As well as achieving savings in the medium- to long-term, the delivery of a shared service with the three councils will not only maintain the current service performance and satisfaction levels but will also provide Sutton Council with a more resilient service model that is both flexible and able to respond to future changes.
Cllr Simon Wales, Deputy Leader of Sutton Council and Lead Member for Finance and Assets, said:
“Sutton is at the forefront of sharing services with other boroughs to save money while continuing to provide high-quality services. In this case Sutton will be providing the insurance services that will generate income for the council.”
Bill Pallett, Head of Finance (CFO) at Reigate and Banstead Council, said:
“At a time of substantial and sustained financial pressures it makes perfect sense to come together to achieve high-quality services, value for money for residents and service resilience. I look forward to working with colleagues in Sutton Council to deliver all three.”
Sutton Council has shared its insurance service with Epsom Council since 1 July 2012 and Surrey Heath Council since 1 April 2014.
