A consultation on the launch of the new Help to Save scheme recently closed. The new scheme will allow anyone in work and in receipt of Universal Credit or Working Tax Credits to save up to £50 a month and receive a 50% bonus after 2 years that can be worth up to £600. The scheme is expected to be in place by April 2018.
As things currently stand, account holders will then be able to continue saving under the scheme for a further 2 years and receive another £600 bonus. This could see those on low incomes receive a bonus of up to £1,200 over 4 years. The new scheme will be open to all adults in receipt of Universal Credit with minimum household earnings equivalent to 16 hours at the National Living Wage or those in receipt of Working Tax Credits. The Low Income Tax Reform Group (LITRG) has recently published a press release urging the government to ensure that the Help to Save accounts be free from income tax. This was in response to the fact that the tax status of the scheme was not covered in the consultation document. Anthony Thomas, Chairman of LITRG, said: 'We strongly recommend that there is a specific exemption written into tax law to exclude both the government bonus and any interest on the accounts from income tax to make the Help to Save accounts simple, accessible and cost-effective for accountholders and HMRC.' HMRC’s personal tax account (PTA) has been designed to allow taxpayers to manage their tax affairs online. The PTA works in a similar way to an online bank account and is part of HMRC’s strategy to move to a fully digital tax service. It is expected that by 2020 the system will be fully rolled out and taxpayers will be able to register, file, pay and update their information using their PTA.
A recent press release from HMRC disclosed that the PTA has been used by more than 100,000 people to check that their car benefit and car fuel benefit is correct. The service was launched in November 2015. The service allows taxpayers to: tell HMRC about changes that need to be made as soon as the circumstances regarding the use of their company car change; see the amount of car benefit based on the company car reported; see their amount of car fuel benefit based on the company car reported; immediately see the impact a change has on their tax code. For more information see - NURSERY . The First-Tier Tribunal (FTT) recently considered a case which examined National Insurance Contributions from as far back as 1971. In this case, the appellant appealed against a decision by HMRC that she had made an election that allowed her to make National Insurance Contributions at a reduced (nil) rate.
The appellant argued that she had made the married woman’s election in 1974. Whilst the issue examined by the FTT strictly related to a challenge to HMRC to prove when an election had been made, in reality the appellant was concerned that she had made insufficient contributions to qualify for a full state pension. HMRC furnished the FTT with quite detailed information regarding the appellant's working history which showed her past National Insurance Contributions. The FTT carefully examined both the appellant's recollection of events as well as evidence held by HMRC. The FTT ultimately found that based on the evidence provided it was clear that the married woman’s election was made on 13 April 1971 (and not in 1974). There was a secondary argument of whether this election was valid as she was under the age of 18 at that time. Again, the FTT found in favour of HMRC. The FTT considered the appellant to be an honest woman. However, recalling events from over 40 years ago is difficult and the FTT came to the conclusion that her recollection was imperfect. The appeal was dismissed. HMRC has published new guidance on the upcoming changes to tax relief for buy-to-let landlords. From April 2017, tax relief on mortgage costs is to be restricted to the basic rate of tax. Landlords of residential properties have benefited from tax relief on finance charges, such as mortgage interest for many years.
This change marks a seismic shift in tax relief for buy-to-let landlords and will leave many facing far larger tax bills than was previously the case. The reduction in the relief for finance costs for landlords will be phased in over four years from April 2017. ‘Local Giving’, is a campaign that is spreading across London, aiming to bring communities together to tackle local issues and make a positive impact.
