Pat Ali – No challenging issues. Keen to work with residents although not all issues resolvable.
4. Social Life Presentation
Speaker - Nicola Bacon from Social Life – ‘What makes places thrive?’
Commissioned in December by Sutton Council – How the area supports quality of life – 3 areas covered:
Environment
Economic
Social (often ignored)
Piloted and tested assessment in Beddington. Looked at
Services
Support
Social and cultural (well-being)
Voice and influence - Do people feel in control?
Adaptability and resilience - Can areas adapt in the future?
Social Life look at all the information they can to assess the area and give it a score. They look at strengths and weaknesses. In Beddington North they presented to different groups in the area. There is a lot of diversity in the area. A market research company was commissioned (IPSOS Mori). The company looked at strengths in area. People were given a map to draw what they considered the neighbourhood to be.
From the statistics gathered a second map was drawn up with areas marked 1,2,3,4 and 5.

5. Bioregional Update
Connor Moloney from Bioregional. (Bioregional based in Hackbridge.)
Range of assessments have been carried out since October/November presentation. Now here to offer help with mapping etc again. Would like to facilitate a workshop to pull information together and help to put the Neighbourhood Plan together. Dennis and Tom agreed would be good to do.
Question from Jenny: Health issues and air pollution – Suggestion to check with local GPs re asthma etc. Air quality monitors have been requested. Would like results before incinerator installed. Pat Ali confirmed that there is continuous mapping on health issues and data is available from Sutton Council.
6. Public Realm
Noticeboards
Long term notices have been put up to end of year.
Sandy Goodwin commented – Noticeboard agreed has not been put up – Have asked again for position.
Council ‘Notice of Meetings’ to be put up on-going on both boards, (one by The Plough pub and one in Beddington Village).
Grass Cutting
There are two teams responsible for grass cutting in the area. One team is currently low on staff so they are getting a bit behind.
Comment made on path along Croydon Road where there are brambles - Queen Elizabeth Walk and path from The Plough to
Demesne Road. It is a main road and the path is very narrow – Brambles need to be cut back. Pat Ali to follow up.
7. Croydon Road
Link School Parking/Minicabs
The issue here is that there are a lot of mini cabs by Link School at pick up time. Parking blocks access to Lavington Road and the red route is not being enforced. Issue to be reported to Safer Neighbourhood Scheme. The problem is worsened as BMW garage workers and a white van park there too. The Safer Neighbourhood team have been attending Beddington Infants School – The issue is to be raised at local neighbourhood meeting tomorrow. (15/07/14 – Peter H).
Mini cab license – The issue can also be reported to TFL. Situations are made worse as cab drivers are abusive. Pat Ali to also report at Safer Neighbourhood Planning Meeting.
8. Richmond Green
The proposed development is going ahead. It was agreed on the 7th strategy meeting and announced on 10th as being set up as a company, established to look at all social housing and builds in Sutton.
Pat Ali to have a briefing – No proposals or designs have been issued. Will look at what has been agreed etc. Residents have to be consulted with.
Sarah G – Calling a predevelopment meeting with Rick Martinez to outline exactly what we want. Need people who know the area to set out parameters – The initial group was agreed as follows:
Dennis P, Pat A, Tim F, Tom. Availability tbc. Others might be interested to be contacted via Facebook.
At the predevelopment meeting we need to give very specific details. As we did not manage to cancel the development we need to be specific on what we want it to be. Sutton Council have not appointed a developer or changed any of the original proposals. At present, there is no plan or developer in place and the programme has slipped. Rick Martinez is keen to set up a meeting with residents.
Local Green Space Designation
A draft outline of green space we want to keep is on the Neighbourhood Plan draft.
9. Energy Recovering Facility/Incinerator
Timescales for Country Park
Tom has heard nothing from Viridor regarding the opening of the country park. A lot of the land could now be released but is not being cared for properly either. Peter H advised that the Viridor representative at an October meeting said that ‘off the record’ he would hold off any release of green space/country park if issues went to a judicial review.
Pat Ali advised that she would get an update on developments from the Viridor representatives by our next meeting.
10. Neighbourhood Planning
The early draft of the plan is on Facebook. Please look at the plan and feedback comments to Tom. Peter expressed admiration for the amount of work and detail that has been put into developing the plan so far; Pat Ali seconded. Comments taken into account from the May Fayre and from Hackbridge – The more comments the better.
11. Beddington Lane
Beddington Lane Industrial Area Environmental Strategy
Sutton Council have reports on Beddington Lane industrial area and Hillers Lane. Tom has issued comments - Some points he is in agreement with, some he has issues with.
Wandle Bank cycle path – Is this actually called Bridges Path or Bridal Path?
Lesley P asked if there is something wrong with the crossing at Hillers Lane/Beddington Lane as there seems to be an issue causing noise problems when lorries are driven along this stretch of road. Peter H thinks this is in the Hillers Lane Scoping Report - Raised table for crossing to extend across junction with Guy Road where problem is.
Tom advised on traffic – Lorries are being driven along Beddington Lane from 04:00-05:00hrs and the lorry ban is being ignored. Tom has written to various authorities. Previous reports regarding lorries using the road at 04:00hrs were made by Jenny P however nothing was done. Width restrictions may be put in to stop lorries using this route.
Hermione Brightwell works with Sally B at Sutton Council. She advised that they are looking at reports for Beddington Lane and that noise issues have been identified. Noise monitoring work is to be carried out when funding is available – A report will be issued.
Recent monitoring was positioned just past Thames Water, not in Beddington Village. A comment was made that the funding used for the Social Life Assessment should have gone towards the traffic monitoring issues and other similar issues instead.
Clarifications were made for responsibilities for Croydon Road (TFL) and Beddington Lane (Sutton Council), so that issues can be addressed to the correct organisation.
It was reported that businesses at the other end of Beddington Lane (Coomber Way etc) are supportive of monitoring and enforcement of existing arrangements as the main objective.
Peter H advised that the estate road by Capitol Carpets will not be re-opened as a pedestrian was previously involved in an accident when walking through there.
12. Beddington Park
Heritage Lottery Fund Stage 1 Pass
The first stage lottery application has been granted. Congratulations to Friends of Beddington Park for their work so far. £250k has been granted for developing the first set of plans which will take up to 2 years. (12 out of 30 applications have been funded.)
Update on Residents’ Association Issues
Pat Ali has resolved the issue of gate keys with residents who will not be issued keys. Pavilion Café, Cricket Club and the Animal Hospital have keys.
Travellers in car park now ejected.
Rescue Centre Manager has resigned as Chairman of Beddington Park Residents Association as they would not allow any additional parking.
Accounts - Public liability insurance was £20 less than last year. £508 spent last year. £250 left in bank.
AGM Meeting to be held in October - Date/Venue tbc.
Neighbourhood grants to be applied for – Dennis.
13. Any Other Business
Local Crime – There have been a number of houses broken into in Beddington Park and break-ins in factories along Beddington Lane.
Carew Manor is due some expensive repairs. Dennis to keep eye on applications.
Number plate theft outbreak in area.
Vehicle crime and residential burglaries in area.
The use of laughing gas is a new fad – Problems with canisters being left lying around.
Drug dealing Bristow Road and The Chase/Gomshall Ave & Collyer Ave, VW Golf/BMW tinted windows, black males.
Bev Shew requested that Pat Ali pass on thanks for the wild flowers and displays in the Borough.
